RuralX17 Encourages Rural Communities to Take Small Steps

RuralX17, a rural economic and community development summit hosted by Dakota Resources and 34 sponsors, brought rural “movers and shakers” from across the Midwest together for two days of motivational learning, idea sharing and networking. The event was held July 18-19 at the Dakota Events Center in Aberdeen and included national and regional speakers, a block party dinner, OpenX break-out sessions and more. Vision sponsors of the event included The Bush Foundation, Horizon Health Care, Inc. and Touchstone Energy Cooperatives through the REED Fund.

RuralX stands for “Rural Experience” and was dedicated to helping connect rural change makers to valuable resources and like-minded people across the Midwest. The summit was inspired last year by Dakota Resources, a statewide organization dedicated to stimulating financial and human investment in communities that are invested themselves.

In the fall of 2016, a group representing Dakotas America gathered inside Rockyford School’s Cultural Heritage room to listen as teachers told stories of hope for the future of Pine Ridge.

“Principal Monica Whirlwind Horse and her staff took us on a wonderful tour of the school and then brought us together in their Cultural Heritage room, a large circular space filled with artifacts and cultural displays. She told us the meaning behind the buffalo hide in the center of the circle,” explains Lin Van Hofwegen, Managing Director of Dakotas America. “In the past, the buffalo provided everything they needed – food, shelter, warmth. Today, she told us, education is our buffalo.”

Ask Jay Headley what Dakota Resources’ biggest accomplishments were for 2016, and he will rattle off a list that includes providing capital to assist with rural building projects, new housing developments, land purchases, the opening of new businesses and collaborative partnerships.

However, one of his favorite highlights was finalized at the end of the year and involves a partnership between Dakota Resources and US Department of Agriculture Rural Development (USDA). USDA named Dakota Resources as a “re-lender” of $10 million in federal funds to help spur economic development opportunities and reduce rural poverty in South Dakota communities. The funds will be used to improve essential facilities in low income rural areas, such as health care facilities, child care centers, town halls, assisted living centers, transitional housing, street improvements and educational facilities.

Sometimes, a move forward requires a step back.

That’s exactly what Nick Fosheim, Executive Director of the Lincoln and Minnehaha County Economic Development Associations, decided to do in 2016.

“We have been a regional economic development collaborative for about fifteen communities around Sioux Falls for twenty-five years,” says Nick. “Many things have changed since we started, and we decided it was time to take stock of where we’ve been and where we want to go. We wanted some clear perspective, and that’s what Dakota Resources helped provide.”

Nick knew about the value of Dakota Resources because of his previous employment with economic development in Webster and their involvement in Dakota Rising.

“I respected the process and their ability to engage a community,” he says. “We decided to partner with Dakota Resources through Empower! Dakota in an effort to build a strategic plan for Lincoln and Minnehaha counties.”
